1. PREAMBLE
1.1 Jubilee Hall is a Hall of residence for full-time post graduate research students of the University of Delhi. It was founded in 1947, on the occasion of the Silver Jubilee of the University of Delhi. In 1997, the Hall celebrated its Golden Jubilee. Jubilee Hall has the largest number of rooms, among the Post-graduate hostels of the University.
1.2 The internal administration and discipline of the Hall is vested in the Provost who is assisted by a Warden and a Resident Tutor.
1.3 The policies of the Hall are decided by the Managing Committee under the overall guidelines of the policies of the University of Delhi.
1.4 Applications for admission to this Hall would be through online mode only. The student can apply online for hostel seat on Jubilee Hall website www.jubileehall.du.ac.in by paying registration fee of Rs. 150/-. The hard copy of the application duly forwarded by the Head of the Department/ Supervisor concerned along with the self-attested copies of required documents as mentioned in the last of online printed application form must reach the Hall Office on or before the last date notified on the Notice Board/ Website of the Hall failing which their application will not be considered for admission to the Hall. A fresh application is needed every year. The Provost has the final authority to decide the admissions. Before actual admission to the Hall, every applicant has to produce documentary evidence that he has already been admitted to a Faculty/Department of the University of Delhi.
2. RULES OF ELIGIBILITY
2.1 The student should satisfy the following eligibility criteria to get themselves registered for the Hall accommodation.
2.1.1 Should be a full-time bonafide post-graduate student of the University of Delhi.
2.1.2 Should not be enrolled in a part-time or an evening course.
2.1.3 Those students whose parents/spouse is residing in National Capital Territory (NCT) of Delhi and with in a radius of 70 kilometers from Jubilee Hall, University of Delhi will not be eligible for admission to this Hall. However, the PwBD students of Delhi University residing in National Capital Region within aforesaid radius, except those residing in NCT of Delhi, will be eligible for admission to this Hall. The distance from University of Delhi to the applicant's residential address will be calculated using Google map only.
2.1.4 Should not be employed or enrolled as professional advocate/C.A. etc. Part time/Adhoc lectures in Delhi University Departments/ Colleges are exempted for a period of one semester provided they remain bonafide regular research student.
2.1.5 Should not have availed Delhi University/ College hostel facility for a course of the same level earlier.
2.1.6 Should not have completed five years of stay (as detailed elsewhere) in the Delhi University Hostel system.
2.1.7 (a) Fresh Admission: Applicants should have secured at least 55% marks (without rounding off) in the last academic program*/course(s)* as the case may be.
The above clause will be relaxed only for students of first year academic program who are admitted to a post graduate/ master program including LL.M. (except Ph.D.) through entrance test.
Note: For students pursing second/third year course of their academic program (except Ph.D. students) seeking fresh admission in the Hall aggregate score of one year (Sem1+Sem2)/ two years (Sem1+Sem2+Sem3+Sem4) will be considered. In case of grades the students will be required to convert their grades to equivalent percentage as per guidelines of their respective previous University.
(b) Re-admission: The resident should have secured at least 55% marks (without rounding off) in the course* last completed consisting of two semesters.
The above clauses for admission or re-admission in the Hall will be relaxed for reserved category students (SC/ST/Sports/Wards of War Widow/PwBD/Foreign students).
*'Academic Program' means a set of yearly courses designed by the University leading to a degree and the 'Course' means a part of academic program on yearly basis i.e. Year/Part 1 (Sem1+Sem2), Year/Part 2 (Sem1+Sem2)....
2.1.8 (a) Admission will be given to the students who are on the University roll or have migrated from college to the Hall.
(b) The post graduate students of Arts Faculty (Except Linguistics and Buddhist Studies), Mathematics Faculty and Faculty of Social Science who are enrolled in college will not be eligible for admission to the Jubilee Hall as there is no provision for migration and enrollment of these students to the Hall, as per provision of the University of Delhi.
2.1.9 All the M.Sc. students of Science faculty except Department Students, who are admitted in colleges have to submit migration certificate before admission to the Hall.
2.1.10. The admission form along with photograph should be signed by the concerned Head of the Department otherwise the form will not be accepted.
2.2.1 A weightage of 5% marks will be given to those students who have qualified NET conducted by UGC/CSIR. However, this weightage will only be on the marks (merit/entrance) through which applications has been admitted in the course. The aforesaid weightage will be given/applicable if the student continues his study in the same discipline.
2.2.2 Before re-admission during the period of stay, if a resident fails to fulfill any of the above conditions, he shall have to vacate the Hall immediately.
2.2.3 Suppression of the facts or wrong information pertaining to any of these eligible criteria would make the students liable to disciplinary action as deemed fit by the Hall Administration.
In case of any inadvertent mistake in the process of selection/admission of a candidate by the Admission Committee OR if the applicant conceal any information with regard to his involvement in any unlawful activity in any entity of University of Delhi viz. college/hostel/department/faculty etc. which may be detected at any stage, the Hall Administration reserves the right to withdraw/cancel the admission of the concerned candidate/resident and he would be liable for disciplinary action along with payment of dues as mentioned under clause 4.2 of the Hand Book of Information and Rules.
3. ADMISSION PROCEDURE
3.1 The admissions are made for a period of one academic year. Re-admission will be done in the beginning of each session for which the resident has to apply on a prescribed form costing Rs. 10/- available in the Hall office. If anyone fails to take re-admission within 10 days after declaration of result or within due date, which is later, he will be charged Rs. 5/- per day as late admission fee and after the expiry of one month of this period he will forfeit his right for re-admission in the Hall and will be evicted.
3.2 Admissions (except re-admissions) are made strictly on the basis of merit as decided by each department provided the applicant satisfies the eligibility criteria.
3.3 A student who has taken admission in any hostel of Delhi University will not be considered for admission to the Hall, till he completes the particular course for which he has taken admission at the other hostel.
3.4 Admission of Post Graduate students to the Hall (except Ph.D. students) will be done as per admission policy of University of Delhi in P.G. Admission i.e. C1 Category (non-DU students and C2 Category (DU students). Out of the total available vacancy, 50% seats will be reserved for each category and preference will be given to C2 Category over a single seat. A weightage of 5% of marks as mentioned under the rule 2.2.1 of this Hand Book will also be applicable on the CUET score. In case of Ph.D. students, admission to the Hall will be done through merit prepared on the basis of the percentage of marks of their last examination passed.
3.5 In case two or more candidates have the same marks in Entrance Test Examination the marks obtained in qualifying examination will be the criteria for admission. In the case of marks in qualifying examination being equal, the candidate born earlier will be given admission in the Hall.
3.6 In case the Department have any categories/preferences for admission to a course, the categories/preference to admission to the Hall will be in the same order as is followed by the Department.
3.7 For the students of a Faculty /Department, which neither follows any category system for admission to a course nor hold written test/interview for admissions, the admission to Hall will be made on the basis of percentage of marks obtained in the examination on which admission is sought.
3.8 Name(s) of the applicants(s) for admission under the sports-quota should be forwarded by the Sports Council of the University of Delhi. Such applications will be considered only if he has successfully represented at the state or National level.
3.9 Students who have already availed hostel facility for any Post Graduate/Master programme/course of University of Delhi in any hostel of University of Delhi will not be eligible for admission in the Hall for another Post Graduate/Master programme/course or its equivalent programme.
3.10 Students who have not passed their last examination will not be eligible for re-admission to the Hall and those who have applied for re-valuation will only be considered for re-admission, if they submit their pass result of minimum qualifying eligibility criteria on or before the closing date of the applications/re-admission.
3.11 The admission of PwBD applicants in the Hall will be done strictly on merit of their entrance test score OR percentage of qualifying marks of their examination on the basis of which applicant has been admitted to Faculty/Department. A combine merit list of all the PwBD students admitted in Delhi University under M.A. /M.Sc. / MBA/M.Com./ MCA/LL.B. or similar courses will be prepared for the purpose of admission to the Hall. Similarly, another merit list of PwBD students admitted in Delhi University under LL.M. /Ph.D. or similar courses will be prepared for the purpose of admission to the Hall.
3.12 DISTRIBUTION OF SEATS: The Hall has 196 single seated rooms, 5 double seated rooms, one parents guest room. Out of these seats 15% & 7.5% seats are reserved for SC and ST students, respectively. 10% seats are reserved for foreign students, 1% for wards of ward widows, 5% for handicapped (PwBD) and other 1% for students under sports quota. In addition to above, three single seated Room Nos. 50, 103 and 104 will be reserved for allotment on double sharing basis to 06 students of Cluster Innovation Centre/ Journalism /Faculty of Technology on temporary basis. The rules followed by University of Delhi dealing with admission of reserved categories will be followed by the Hall in admission of reserved category students. If the candidates for SC/ST are not available among the applicants in a faculty, seats reserved for that faculty, will be filled up by the candidates of the same categories from other faculties.

* Bifurcation of seats under Faculty of Law in LL.B. I, II and III, LL.M. I & II year courses will be done on the basis of strength of students in each course in the Faculty of Law at the time of Admission.
** Seats reserved under these categories can be allotted to applicants from any faculty/department. In addition 04 seats under PwBD category will be allotted based upon the merit.
Note: Seats in foreigner category may be transferred to General Category in the event of unavailability of foreign category students.

3.13 GRIEVANCE REDRESSAL: Complaints, if any, against admission list of the Hall should be given in writing to the Provost within three days of the display of the admission list. These complaints, if necessary, would be reviewed in a meeting of the Admission Committee. Further, the Hall Administration reserves the right to deny admission of any shortlisted applicant, if the information as mentioned under 2.2.3 of the Hand Book is received/communicated to the Hall Administration.
4.1 The total duration of stay in the Hall in all capacities shall not exceed six/ six and half year (details are given in 4.2)
4.2 A student shall be eligible to stay in the Hall for the duration of his course as given below:
(a) M.A. / M.B.A. / M.Sc./ M.Com/ LL.M.: 2 years
(b) LL.B. / M.C.A. : 3 years
(c) Ph.D. : 05 years
In case of those Ph.D. students who have enrolled in the Hall at P.G. level/LL.M., the total stay in the Hall shall not exceed six years. One time extension of six months in both the cases may be granted by the Hall Administration in appropriate cases on the recommendation of competent authority. Extension will be granted only to those residents whose conduct and behavior has been good and who has not been issued disciplinary notice(s) by the Hall Administration. The duration of stay of students of Cluster Innovation Centre/ Journalism allotted seats in the Hall on temporary basis will also be counted in total duration of stay in P.G. Hostel System.
(d) All residents (except Ph.D. students, for whom clause 5.9 will be applicable) who become non-bonafide after expiration of duration of their course will have to vacate the room within two months from the date they become non-bonafide and during this period they have to pay Guest charges mentioned under clause 6. If anyone fail to vacate the room after two months, he has to pay Rs. 300/- per day till his eviction from the Hall and all the facilities like Computer Room, Common Room, Gym, Library etc. will be withdrawn.
4.3 A resident will have to vacate the Hall:
(a) Immediately after final / last semester regular examinations.
(b) For Ph.D. students: After the expiry of stay period mentioned in clause 4.2 (c) or 5.9 which is later.
4.4 A resident-student of Ph.D. course is required to submit a certificate from Head of the Department and the Supervisor concerned every six months that he is actively engaged in research and his work is satisfactory failing which his residency in the Hall be terminated.
5. RULES REGARDING RESIDENCE
5.1 Every resident is compulsorily a member of the Hall Mess. The mess is to be managed by the residents as detailed later. The Hall Mess may/may not function during summer vacation for those who are permitted to stay in the Hall during vacation. If the Mess function, the charges would be as per arrangement. Cooking in the room is not allowed.
5.2 No resident is allowed to shift from one room to another without prior permission of the Provost. The rules in this regard will be notified from time to time. No resident would be allowed to shift from single seated room to double seated room.
5.3 Every resident is responsible for the care of the Hall property he uses. Residents found responsible for any damage to the Hall property will be charged for damage, individually or collectively, as the case may be, and disciplinary action will be taken as per rules.
5.4 All final year student not covered under clause 7.4.7 shall vacate their room by 21st May each year or immediately after their annual examination. However, depending upon the availability of rooms, the Hall Administration may allow them to stay as Guest subject to submission of written request for extension and payment of prescribed Guest fee mentioned under clause 6 of this Hand Book.
5.5 Residents leaving the Hall must hand over possession of their rooms before leaving and must obtain a clearance certificate from the Hall Office, Canteen and Photocopy manager. The possession of the room has to be given to the caretaker.
5.6 Residents who take up employment/ discontinued their course in the mid of the session/ detained/ failed in their last examination will become non-bonafide from the date of their joining employment/discontinuation of their course/detained/ failed respectively and will have to vacate the Hall within one month from the date they become non-bonafide failing which Rs. 300/- per day will be charged in addition to other charges till his eviction.
5.7 Residents are not allowed to hand over the keys of their room to any person other than the Caretaker/Hall Administration. In case of a resident residing in a room meant for two students; one key of the room shall remain with Provost or under his authority with the Warden/ Resident Tutor.
5.8 All Ph.D. students during their extension period will be treated as non-bonafide residents and will have to pay Guest fee as prescribed under Clause 6 of this Hand Book.
5.9 All the Ph.D. students from the date of submission of their Ph.D. thesis or from the date of maximum stay as specified under clause 4.2 (c), whichever is earlier, will become non-bonafide, and will have to vacate the room within three months from the date they become non-bonafide and during this period they have to pay Guest Charges mentioned under clause 6.5 of Hand Book. If anyone fails to vacate the room after three months clause 4.2 (d) will be implemented.
5.10 The Hall resident himself will be responsible for the safety & security of belongings in his room. The Hall residents are not allowed to keep their belongings outside their rooms in the corridors for better cleaning, to prevent theft and in the interest of other residents/ Hall. At the time of admission every student will submit an undertaking for the same.
5.11 At the time of admission every resident is required to submit a copy of valid registration certificate of vehicle being used by them, if any, to make proper parking arrangements. No resident or his guest is allowed to park their four wheelers inside the Hall premises. Failure to comply with above rules would warrant disciplinary action as per rules. Washing of vehicle in the Hall is strictly prohibited, if found, a penalty of Rs. 500/- will be imposed.
5.12 The resident getting any scholarship from any financial body/ agency will not be eligible to draw House Rent Allowance during the tenure of his residency (in any capacity / status) in the Hall. In case he is found drawing the same, then he will be subjected to strict disciplinary action along with the recovery of the withdrawn amount by the Jubilee Hall/ Financing body/Agency.
6. HALL FEE
6.5 (a) Guest Fee: Rs. 100/- per day in addition to monthly charges except Room Rent and Establishment Charges.
(b) Stay beyond prescribed period of stay, including permissible extension(s) in the Hall will be treated as unauthorised for which an amount of Rs. 300/- per day will be charged beside monthly charges, except Room Rent, Establishment charges till his eviction from the Hall. No certificate for claiming HRA will be issued for unauthorised period of stay.
6.6 The PwBD students admitted in the hostels shall be exempted from payment of fee/charges (except refundable Caution Money, Admission, Fee and Students’ Union Fee) and 50% of the Mess Fee (basic and deficit) payable to the hostel subject to submission of undertaking regarding fellowship duly forwarded by the concerned HOD as per following condition:

6.7 Fee from foreign Students: Besides other charges, a fee of Rs. 23,965/- (except from Tibetan Students and SAARC countries students) would be charged annually from a foreign students at the time of admission and every year on re-admission.
6.8 Fee under 6.3 & 6.4 will be charged for 5 months at the time of admission and thereafter on monthly basis.
6.9 Caution Money mentioned under clause 6.1 & 6.4 will be payable at the time of admission only. While Annual Charges mentioned under 6.2 will be payable at the time of admission and on each re-admission. The residents on extension (Guest) who will vacate the room on or before 30th September of a year will be exempted from payment of Student’s Union fee, Identity Card fee, Annual Charges, Cultural & Movie Club Charges and Annual Electricity Charges under the head Annual Charges mentioned under Clause 6.2 of Hand Book of Information and Rules.
6.10 Refund of Caution Money: No fees are refundable except the Caution Money which will be refunded by Cheque/ NEFT after the resident has paid all the dues and vacated the Hall. The refund of Caution Money can be claimed in the prescribed form obtainable from the Hall Office not later than one year of the date of their vacating the Hall.
6.11 Monthly Hall and Mess dues are payable in advance but not later than 20th day of concerned month. A fine of Rs. 5/- for each day of default or as approved by the Managing Committee from time to time will be charged after that date. Beyond 30th of the month, failure to pay the dues will lead to double locking of the room and the mess facility may be withdrawn. The residents are liable to keep regular checks of their hostel fee account and must ensure that they have paid the fee due on them. They must inform the Hall Office for any amount that remains unpaid. The unpaid amount of fee will be subject to recovery at any stage with late fee fine.
6.12 Rules regarding rebate on Mess charges in case of absence from the Hall are as follows:
a) Only bonafide residents are eligible for the rebate on the Mess Charges.
b) All residents going out of Delhi during vacations or otherwise, should make rangement for the payment of dues by due date failing which rule 6.11 will be implemented in their case as well.
c) No rebate shall be allowed except in the case of absence from the Hall for not less than 7 consecutive days in a month with prior intimation given in writing to the Hall office on a prescribed form.
d) The rate of normal rebate will be Rs. 37.50 per day and full rebate will be Rs.75/- per day.
e) The full rebate will be applicable to the bonafide residents who would be availing the rebate during their departmental Tour/ Seminar / Project Work for which he has to submit a letter duly forwarded by the Head of the Department along with the rebate form.
f) The rebate form for mess has to be filled in advance, before departure, In any case no mess rebate will be granted to the bonafide resident who will fill-up the form after arrival.
g) The Mess Deficit from bonafide residents on rebate will be charges in following manner:
For 07 consecutive days in a particular month ¾ of Monthly Mess Deficit
For 15 consecutive days in a particular month ½ of Monthly Mess Deficit
For 21 consecutive days in a particular month ¼ of Monthly Mess Deficit
For full particular month No monthly Deficit
7.1 The mess of the Hall is to be run on 'no-profit-no-loss' basis by the Mess Committee, under the general supervision of the Provost, the Warden and the Resident Tutor. The Mess Committee may consist of twelve Mess Coordinators. The Mess Committee will function in accordance with the Mess rules framed by the Provost. The accounts of the Mess will be maintained by the Hall Office. Administrative control of the Mess staff in matter such as granting of leave, transfer of an employee from one specific kind of Job to another, engagement of substitute staff in case of temporary vacancies etc. rests solely with the Provost.
7.2 Every resident is expected to opt, at the time of admission for either the vegetarian or non-vegetarian section of the Mess. Any change over from one section to the other will not be permitted except in exceptional circumstances. Such permission should be obtained in writing in advance from the Warden.
7.3 Food will not be served outside the Dining Hall for residents or their guests except in the case of female guests who may be served meals in the Visitor’s Room of the Hall. In case of illness, a resident may be allowed to have sick diet in this room with the permission of the Warden.
7.4 Guest Rules
7.4.1 If a bonafide resident is visited by a casual guest who wish to stay in the Hall Room allotted to the resident is required to take prior written permission of the Hostel Administration on the prescribed form available with the Hall Office. The resident himself will be responsible for the conduct of his guest. The Hall Administration reserves the right to refuse permission or cancel the permission for stay of any guest(s) at any time without assigning any reason.
7.4.2 Casual guests are ordinarily not be allowed to stay for more than 15 days. In special case where extension of stay is necessary, fresh permission is to be sought from the Hall Administration in writing. During surprise checking of rooms by the Hall Administration, if any resident is caught/found with unregistered/ illegal guest (s) twice then he will be evicted from the Hall.
7.4.3 A resident is ordinarily not allowed to entertain a visitor other than permitted as casual guest(s) in his room after 10:00 p.m.
7.4.4 The overnight stay of unauthorized persons/guests in the Hall will be considered violation of the Hall discipline. Any resident violating this rule shall be liable for expulsion from the Hall/Fine as decided by the Hall Administration.
7.4.5 The host resident will be charged at the rate of Rs. 20/- per night per casual guest for the permitted stay in the Hall.
7.4.6 The total stay of the guest should not be more than one month in the Hall in any case.
7.4.7 The boanfide Hall residents will become non-bonafide after completion of their prescribed period of stay in the Hall. If they intend to join some other course in Delhi University, they may be allowed to stay in the Hall as Guest on payment of Guest Fee, subject to submission of written request to stay till the next academic session begins and vacate the room immediately the same day. The guest will not be allowed to withdraw their Caution Money during their guest status nor it will be adjusted against their dues. The Guests will avail the Mess facility and make payment against that as applicable in case of a regular member.
7.4.8 In case there is a vacancy of Room, the Hall Administration can provide accommodation to delegates/scholars of other academic institution purely as Guest at the rate given below:
Single seated Room (Sharing Basis) Rs. 100/- per head per day
7.4.9 Parent’s Guest Room: There is a “Parent's Guest Room” in the Hall which will be made available for stay of parents of bonafide residents and not for friends & relatives on specific written request. The resident concerned will be charged Rs. 500/- per night for the “Parent's Room” which has to be deposited in advance. In case the resident wants to cancel the booking of parent's guest room then he must submit a request for the same in writing (through email only) at least fifteen days prior to the date the room is booked for. No request for cancellation of booking of Parent's Guest Room will be entertained even fourteen days before. The possession of the Parent’s Guest Room will be subject to submission of photocopy of valid identity proof by the parents concerned.
7.5 Working Resident-Student
7.5.1 Residents who intends to join/joins permanent job must inform the Hall Office in writing and will have to vacate his room within one month from the date of joining permanent job and have to make payment of guest fee mentioned under clause 6 of Hand Book, failing which rule 4.2 (d) will be implemented.
7.5.2 Any resident of the Hall working on a part time or full time job on an adhoc post of lecturer for a period of less than a semester will inform the Hall Administration in writing and on his written request and approval he may be allowed to stay in the Hall as a special case. However if the resident continues his employment for next semester then he has to vacate the room within one month from the date of taking the next appointment.
7.5.3 Working residents are required to submit a copy of their appointment letter immediately and pay the whole amount of HRA drawn on their job.
7.5.4 For the payment of hostel fee by working residents, the following rules shall apply: the resident would be required to pay full HRA drawn from the employer as monthly charges. They would also pay monthly Electricity and Water Charges mentioned under clause 6 of this Hand Book. Such residents would be required to pay normal Mess Charges. However, in case, such a resident produces a certificate from the employer stating that he is not drawing HRA, in that case the resident has to pay Guest fee as prescribed under clause 6 of this Hand Book.
7.6 A resident who desires to entertain a guest in the Dining Hall shall purchase in advance the appropriate number of coupons for the required meals against cash payment from the Head Bearer.
7.7 Meal Charges for a guest are as follows:
(a) Breakfast Rs. 70.00
(b) Lunch Rs. 100.00
(c) Dinner Rs. 120.00
(Rate of special meal will be as decided by the Mess Coordinator in consultation with Warden)
The rates are liable to change from time to time.
7.8 Mess Timings: will be notified from time to time.
7.9 Residents are expected to come to the dining Hall dressed appropriately.
There is a canteen in the Hall run by a contractor under the supervision of the Resident Tutor/ Warden and Students’ representatives. Residents are advised to make payments to the Canteen contractor in time, which in turn, will help the contractor to give a better service.
9.1 Residents are not permitted to receive female guests in their rooms. Female guest may, however, be met in the visitors room.
9.2 Resident who intend to remain absent from the Hall overnight, or for a period of few days, are required to leave advance information with the office by filling the prescribed form and giving their temporary address for that period. Failure to do so will be considered as an act of indiscipline and disciplinary action may be taken as per rules of the University of Delhi.
9.3 All visitors must leave the Hall by 10:00 p.m.
9.4 (a) Bicycles, Scooters must be kept in the cycle shed and should be chained and locked properly.
(b) Residents must ensure that vehicles kept by them in the premises of the Hall are duly registered with the appropriate authority, and that full particulars of registration should be furnished to the Hall Office.
9.5 Consumption of alcoholic drinks, smoking or any other intoxicant is strictly prohibited in the Hall.
9.6 No resident is allowed to display any notice in the Hall premises other than the notice boards meant for the same. Violation of same or any rule of the Hall or who is in any way responsible for breach of discipline in the Hall is liable to disciplinary action by the Provost.
9.7 Resident(s) of the Hall is/are not allowed to hold any function/gathering in the Hall which is not related to the Hall.
9.8 If any resident/guest is found to be involved in ragging then he will be handed over to the police authorities.
9.9 At the time of admission, every student shall be required to sign a declaration that he submits himself to the disciplinary jurisdiction of Vice- Chancellor, the Provost, and other authorities of the University who may be vested with the authority to exercise discipline under the Act, the Statutes, the ordinances and Rules that have been framed there by the University.
ORDINANCE XV-B
Maintenance of discipline among Students of the University
1. All powers relating to discipline and disciplinary action are vested with the Vice - Chancellor.
2. The Vice-Chancellor may delegate all or such powers as he/she deems proper to the Proctor and to such other persons as he/she may specify in this behalf.
3. Without prejudice to the generality of power to enforce discipline under the Ordinance the following shall amount to acts of gross indiscipline:
a) Physical assault, or threat to use physical force, against any member of the teaching and nonteaching staff of any Institution/Department and against any student within the University of Delhi
b) Carrying of, use of or threat to use of any weapons
c) Any violation of the provisions of the Civil Rights Protection Act, 1976
d) Violation of the status, dignity and honour of students belonging to the scheduled castes and tribes
e) Any practice-whether verbal or otherwise-derogatory of women
f) Any attempt at bribing or corruption in any manner
g) Willful destruction of institutional property
h) Creating ill-will or intolerance on religious or communal grounds
i) Causing disruption in any manner of the academic functioning of the University system;
j) Prohibition of Ragging as per Ordinance XV-C.
4. Without prejudice to the generality of his/her powers relating to the maintenance of discipline and taking such action in the interest of maintaining discipline as may seem to him/her appropriate, the Vice-Chancellor, may in the exercise of his/her powers aforesaid order or direct that any student or students –
a) be expelled; or
b) be, for a stated period rusticated; or c.
c) be not for a stated period, admitted to a course or courses of study in a College, Department or Institution of the University; or
d) be fined with a sum of rupees that may be specified; or
e) be debarred from taking a University or College or Departmental Examination or Examinations for one or more years; or
f) that the result of the student or students concerned in the Examination or Examinations in which he/she or they have appeared be cancelled.
5. The Principals of the Colleges, Heads of the Halls, Deans of Faculties, Heads of Teaching Departments in the University, the Principal, School of Open Learning and Librarians shall have the authority to exercise all such disciplinary powers over students in their respective Colleges, Institutions, Faculties and Teaching Departments in the University as may be necessary for the proper conduct of the Institutions, Halls and teaching in the concerned Departments. They may exercise their authority through, or delegate authority to such of the teachers in their Colleges, Institutions or Departments as they may specify for these purposes.
6. Without prejudice to the powers of the Vice-Chancellor and the Proctor as aforesaid, detailed rules of discipline and proper conduct shall be framed. These rules may be supplemented, where necessary, by the Principals of Colleges, Heads of Halls, Deans of Faculties and Heads of Teaching Departments in this University. Each student shall be expected provide himself/herself with a copy of these rules.
At the time of admission, every student shall be required to sign a declaration that on admission he/she submits himself/herself to the disciplinary jurisdiction of the Vice-Chancellor and several authorities of the University who may be vested with the authority to exercise discipline under the Acts, the Statutes, the Ordinances and the rules that have been framed therein by the University.
ORDINANCE XV-C
Prohibition and Punishment for Ragging
1. Ragging in any form is strictly prohibited, within the premises of College/Department or Institution and any part of Delhi University system as well as on public transport.
2. Any individual or collective act or practice of ragging constitutes gross indiscipline and shall be dealt with under this Ordinance.
3. Ragging for the purposes of this Ordinance, ordinarily means any act, conduct or practice by which dominant power or status of senior students is brought to bear on students freshly enrolled or students who are in any way considered junior or inferior by other students; and includes individual or collective acts or practices which –
a) Involve physical assault or threat to use of physical force
b) Violate the status, dignity and honour of women students
c) Violate the status, dignity and honour of students belonging to the scheduled caste and tribe
d) Expose students to ridicule and contempt and affect their self-esteem
e) Entail verbal abuse and aggression, indecent gestures and obscene behavior.
4. The Principal of a College, the Head of the Department or an Institution, the authorities of College, or University Hostel or Halls of Residence shall take immediate action on any information of the occurrence of ragging.
5. Notwithstanding anything in Clause (4) above, the Proctor may also suo moto enquire into any incident of ragging and make a report to the Vice-Chancellor of the identity of those who have engaged in ragging and the nature of the incident.
6. The Proctor may also submit an initial report establishing the identity of the perpetrators of ragging and the nature of the ragging incident.
7. If the Principal of a College or Head of the Department or Institution or the Proctor is satisfied that for some reason, to be recorded in writing, it is not reasonably practical to hold such an enquiry, he/she may so advise the Vice-Chancellor accordingly.
8. When the Vice-Chancellor is satisfied that it is not expedient to hold such an enquiry, his/her decision shall be final.
9. On the receipt of a report under Clause (5) or (6) or a determination by the relevant authority under clause (7) disclosing the occurrence of ragging incidents described in Clause 3(a), (b) and (c), the Vice-Chancellor shall direct or order rustication of a student or students for a specific number of years.
10. The Vice-Chancellor may in other cases of ragging order or direct that any student or students be expelled or be not for a stated period, admitted to a course of study in a college, departmental examination for one or more years or that the results of the student or students concerned in the examination or examinations in which they appeared be cancelled.
11. In case any students who have obtained degrees or diplomas of Delhi University are found guilty; under this Ordinance, appropriate action will be taken under Statute 15 for withdrawal of degrees or diploma conferred by the University.
12. For the purpose of this Ordinance, abetment to ragging whether by way of any act, practice or incitement of ragging will also amount to ragging.
13. All institutions within the Delhi University system shall be obligated to carry out instructions/ directions issued under this Ordinance, and to give aid assistance to the Vice-Chancellor to achieve the effective implementation of the Ordinance. Note: Order of the Vice-Chancellor in pursuance of Ordinance XV-C:
14. Where incident(s) of ragging are reported to the Vice-Chancellor by any authority under this Ordinance, the students(s) involved in ragging, shall be expelled for a specified term, designated in the order. Non-students involved in reports of ragging will be proceeded with under the criminal law of India; they will also be rendered ineligible for a period of five years from seeking enrolment in any of the institutions of the University of Delhi. Students against whom necessary action is taken under this note, will be given post decisional hearing, with strict adherence to the rules of natural justice.
9.10 No resident is allowed to keep any pet in the Hall premises.
9.11 Eviction Procedure: The Hall Administration is authorized to evict any resident/ guest/ person from any room or the hostel, if in their opinion, such resident/guest/person becomes ineligible to occupy the room or he becomes liable for eviction on the ground of indiscipline.
10. USE OF ELECTRICITY
10.1 Every resident is expected to provide his own L.E.D. bulb, which should not be more than 10 watts. Not more than one such bulb may be used in any single room.
10.2 Since the electrical installations in the Hall cannot carry any extra load, the use of electrical appliances such as room heater, room cooler, stove, iron, immersion rod, etc. in the Hall by the residents is strictly forbidden. However, in cases where, for emergent reasons, the use of such appliances is found necessary, permission may be sought from the Provost.
The charges for such use will be as follows:
Desert/Room Cooler Rs. 75/- per month,
Computer Rs. 50/- per month
Kettle/Rod/Iron Rs. 15/- per month
Television Rs. 50/- per month
Refrigerator Rs. 100/- per month
Use of the above appliances without appropriate permission will be subject to a penalty of Rs. 100/- per item. Discontinuance of using any of the above appliances must be intimated to the office in writing.
The residents are warned against tampering with the electrical installation in the room or in the Hall premises.
11. THE HALL UNION
11.1 The Jubilee Hall Union consists of all bonafide residents of the Hall, and it functions in accordance with the Union Constitution.
11.2 There is a Hall Union Executive consisting of a President, a Vice-President, a General Secretary, a Sports Secretary, and a Cultural Secretary.
11.3 The Union Executive is In-charge of the Common Room and it organizes games and other social and cultural activities under the general supervision of the Hall Administration.
11.4 All the union activities will be under the control of Provost through the Resident Tutor.
11.5 All operations of the mess (menu, purchases and monthly accounts) will be normally performed through the Mess Coordinator. In the absence/non- availability of the Mess Coordinator, the functioning of the mess will come to a stop.
11.6 The Mess Coordinator will look after the mess operations for one full month for which waiver of mess Basic of that month will be given to him subject to his satisfactory performance.
11.7 The weekly menu and the cost of items at the current rate shall be determined by the Mess Coordinator on day to day basis.
11.8 In no case the officers of the hostel or the hostel office will manage the mess on day to day basis.
11.9 The Union will prepare the Union Budget and get it approved in a general body meeting of the members of the Union, under the Chairmanship of the Provost or his nominee.
11.10 The Union has to manage all its activities/ functions only out of the Union/Common Room/Sports Funds. All expenditure out of Union fund should be incurred through the office and shall have prior approval of the Provost.
11.11 No undergraduate student admitted in the Hall on temporary basis will be a member of Jubilee Hall Students’ Union.
11.12 The President of Union should take permission of the Resident Tutor/Warden for all Union functions. The later, in consultation with the Provost reserves the right to disallow any of activities, which according to the administration are against the healthy development of the academic environment in the hostel and the University.
11.13 All functions of the Union should end normally by 10.30 P.M. In case the function is likely to be extended beyond that time, prior permission in writing should be taken from the Provost.
11.14 Election to the Executive/office bearers of the residents union shall be by secret ballot and the elected office bearers would hold office for one year. The announcement calling the elections will be made 7 days in advance. No postal ballots shall be allowed in the election. Those who are not bonafide students of the Delhi University or on extension either in University as non-bonafide student or in Jubilee Hall cannot be the member of J.H.S.U.
11.15 Resident Tutor will act as an Election Officer for conducting the election of the Hall Union.
11.16 The Hall Library is available for use by the residents, and is looked after by the Cultural Secretary.
12. COMMON ROOM
The Common Room will remain open during the following hours:
7.00 a.m. to 9.30 a.m.
12.00 noon to 2.30 p.m.
6.00 p.m. to 12.00 night
The Provost may, however, allow the use of the Common Room beyond these hours for holding special functions.
13. WUS HEALTH CENTRE
The residents of the Hall should get themselves enrolled members of the World University Services (WUS), Health Centre maintained by the University of Delhi. The Centre's facilities are open to them at fixed timings notified by the Centre. Incase of illness, residents should contact the Health Centre promptly for assistance.
Health Centre membership forms are to be filled at the time of first admission to the Hall, and should be accompanied with a recent photograph. Under emergencies medcal advice is available through a qualified doctor of WUS Health Centre on 24 hours basis in the emergency ward.
14. FACILITIES
COMPUTER
(a) The facility is restricted to bonafide residents only.
(b) The Computer Room is equipped with printer facility. Residents will bring paper on their own for taking printouts. The 'Jubilee Hall Students Union' will utilize their own funds for refilling of tonner/cartridge of the printer and will submit the bill to the Hall office for payment to vendor's account directly.
15. HALL ADMINISTRATION
The Hall Administration will be available for consultation during fixed hours to be notified from time to time. However, in case of emergencies, residents are advised to get in touch with the Hall Administration.
16. INSTRUCTIONS FOR CANDIDATES
16.1 Application for admission to the Hall should be furnished with the required particulars fully and correctly filled and should be duly forwarded by the Department/Faculty where the student has been admitted. Incomplete application forms are liable to be rejected.
16.2 Both, passport size photo and the application form must be attested and forwarded by the concerned Head of the Department.
16.3 Provisionally shortlisted applicants will be required to pay the prescribed fees & submit character certificate from their respective previous hostel(s). In the absence of same he will not be granted admission to the Hall.
16.4 Candidates selected for admission will be required to pay the prescribed fees within three days after the display of admision list. If any candidate fails to pay the fees in the given time frame, his selection will be cancelled without any further reference.
16.5 Those students who have completed 5 years of residence in all the Postgraduate Hostel of the University (taken together) will not be admitted for further period.
16.6 At the time of admission the candidate is required to submit an affidavit that he will not keep any illegal guest in his room and will abide by the Hall Rule “Clause 7.4.2. in the Hand Book of Information and Rules of the Hall”.
